The real cost of manual crew document verification

Every crewing officer knows the ritual. A sign-on is coming up. For each seafarer: passport, CDC, COC and endorsements, STCW certificates, medical fitness, yellow fever, visa pages, sea-service records, company forms. Ten to twenty documents per person, each checked for authenticity, validity, rank-appropriateness, and expiry — not just today's expiry, but expiry across the length of the contract.

Multiply by a crew change of ten. Multiply by a fleet. It's no one's headline job description, and it consumes entire teams.

Where the time actually goes

The checking itself is the visible part. The invisible parts cost more: chasing seafarers for the missing page; re-requesting the scan that arrived blurred; cross-referencing a certificate number against an issuing authority's format; updating the tracking spreadsheet; the email thread confirming that yes, the medical is the new medical. Industry teams we've spoken with describe 30–60 minutes of handling time per seafarer per movement when everything is clean — and multiples of that when it isn't.

Where the money actually goes

The direct labour is the smallest line. The expensive failures are the rare ones:

  • A missed expiry discovered at the port. A seafarer who can't sign on means a scramble for a replacement, hotel and flight changes, and in the worst case a vessel delayed against a charter clock measured in thousands of dollars a day.
  • A deficiency found by PSC or flag state. Documentation gaps are among the most common inspection findings — each one carrying detention risk, commercial reputation cost, and weeks of corrective-action paperwork.
  • An eligibility error. The officer whose endorsement doesn't match the vessel's flag or tonnage — caught late, it unwinds an entire crew plan.

A process that is 98% accurate sounds excellent until you count movements per year. At a thousand movements, 98% is twenty incidents.

  4. Keeps the evidence. Every check is logged and searchable — which is precisely what an auditor asks for.
